I think the principle of such a fund is

sound but in order to regularize the position I propose

to seek legislative authority for the payment into it

of forfeitures in respect of all dangerous drugs, not

only opium, and I propose also that the limit above

which the balance in the fund should be transferred to

revenue should be raised to $15,000. I shall be glad

to receive your approval of these proposals.
